The cURL 28 error means that your site is unable to perform an API request to our site. This issue comes from your server configuration, and is usually caused by an outdated openSSL lib. Resquired version is at least 1.1.x
You should ask your hosting provider to update cURL and openSSL libraries. Lower versions won’t be able to perform https requests to servers using Let’s Encrypt certificates since the Let’s Encrypt root certificates expired years ago in those old versions.
You can check your actual openSSL version from phpinfo(), or in wp-admin > Tools > Site Health > Info > Server > cURL version, and check the openSSL version on the same line. You should see something like openSSL/1.1.1
